tell them to let you sign an idemnity form and the bank should reimburse you right away.
your reimbursement and the bank's investigation are totally two different things.
you don't need to scream and yell, just tell them that you are moving all your funds away because "i cannot trust my money with people who can't treat their customers right when it's the bank's job to deal with ATM fraud."
the manager is just lazy to do his/her own job.
oh, and investigations can take forever. so the bank shouldn't be waiting for the "investigation".
