i bet you the bank manager just forgot about your file. it's only $400 and you have proof that you are not the one that conducted the transaction.

since it's only $400, the bank manager should be able to do it very quickly because they don't need upper level approvals. the bank manager is just an asshole. it's always reimburse first, investigate later. this is why you sign a waiver.
