If someone has no money, and they move to Nova Scotia, they still can't buy a house, and they still won't have a job. They'll just be living off of government assistance in Nova Scotia...which is lower because of a lower cost of living.

Nova Scotia was my example, cause I could buy a house and live well off my savings. For others I expect them to move where is best for them if Vancouver is too expensive.
