Saying how you were doing the "safe" thing by pulling over to answer the phone. Yes you were being safe but that doesn't mean you didn't violate any other rules. In this case, being safe got you a parking ticket. Next time either don't answer the call or pull over at a place where you can safely and legally park.

According to that, i'm 'stopped' and not 'parked' because i'm not discharging or taking on/ loading unloading ppl.
