Usually ICBC just hands you the claim papers, you bring it to the body shop and pay the deductible.

If you're private painter is gonna charge LESS than the claim, then ICBC might approve you going to your friend. But from what I remember you may have to pay out of pocket first, submit the reciept to ICBC, then they cut you the cheque. Takes a few weeks to get the cheque.

All in all, WAY easier to just go to an ICBC approved shop.
