So here's what you need to do. You need to figure out the cheapest price that a direct competitor will offer you for a specific package that suits your needs. It doesn't matter if it's a promo plan for a year, student plan, whatever. If you can find a deal cheaper then theirs, call in and tell them that you want to cancel your services. You will be transferred to another department that deals with cancellation, better known as the "retention department". Talking to anyone other then retention is a waste of your time because they will not have the power to satisfy what you want. Here they will ask you why you wish to cancel. Tell them exactly what the other company is offering them. Don't bullshit them too much because they know what other people are charging too. But 9/10 times they will be able to match the pricing for what you are asking saving you the hassle of switching to a new company and also saving you money. Unfortunately I don't watch TV so I can't give you any specifics, but I do this for my cell phone plan and recently for Telus using a student deal from Shaw to match a student plan by 25Mbps and home line, saving me like 20 bucks a month. 3 years ago, your suggestion would work. Currently, Shaw doesn't offer price reduction retention deals to existing customers anymore. They will simply let you walk.
