Modifying cars can be a very personal experience, which may revolve around what that person prefers. Personally I tend to lean towards the sound and suspension aspect of modifying. I enjoy listening to music through good speakers while tackling all the backroads around my place.
In short, my list goes a little like this:
Standard tune up (imo, the BEST "mod" you can ever do to a car)
HU and pocket speakers
Better/stickier tires
Shocks/springs
Replace all suspension bushings with new OE rubber (poly is a little too rough for street, I find, and can wear out far quicker if they aren't constantly looked after)
