Get a tripod, you'll need it, start with 15 sec shutter speed and about 1500 iso.
If it's too dark try longer shutter speed max should be about 25 secs. And lower iso abit.
U'll need the tripod or something really steady to hold the phone otherwise it'll have light trails. Even better if you have that little Bluetooth clicker from selfie sticks so you don't have to touch the phone to take a pic.

Good luck, I learned it by experience driving middle of the night on Crowsnest Hwy. Lol

Maybe the photo guys can chime in about smartphone cameras for more specifics.
