That sounds more like an interior decorator and not an interior designer. My house was done by a designer and the attention to detail shows up how the house has been kitted out. She was clearly working to a budget but she knew enough to spec out certain items at a higher grade b/c it makes a diff. Her work came with the house so I didn't have to pay for it but it was quality work.
Same goes for the designer I did hire who helped me build out our rental suites - the bill for her work came out to about 10% of the total project and it was money well spent. Much more usable space and things fit right and look and work well.
