In an accident report after Hammond's crash, Health and Safety (yes I love those guys) had Ben Collins listed as someone who worked with Top Gear as a performance driver and consultant. In the report it also says he had prepared a briefing for Hammond prior to the accident.
In numerous episodes I do remember either the hosts or the stars in a reasonably priced car mentioning they have spoken to the Stig (aka Top Gear's performance driver and consultant) before going on the track to do a power lap, etc.

He also revealed that he now feared losing his job as the man in the white suit. “I expect being President of the United States of America is pretty full on, but I’d hate to miss the next series because we’ll probably be putting that new Ferrari round the track,” someone reckons he said once.

The "mystery" of the Stig is pure entertainment and part of the character BBC and Top Gear created. The death of the Stig and birth of a new Stig are episode ideas that become a franchise within a franchise. The absence and anonymity of the Stig are just clauses in a contract (probably controlled by large financial penalties). The "death" of the Stig is probably part of a predetermined contractual agreement. Free agent time.
