I am looking at a higher budget now then since $150 android are not worth the buy
so if its $250 - $300 range which phone is the best bang for the buck?
can I get i9000 for $250?

Except for the newer 2708+ ports you can usually flash an EBI1 kernal after flashing a different ROM to get things working on 32A. There's a few exceptions but I've seen posts in the major ROM threads of people doing exactly that.
But yeah, reading up on what to expect is pretty good step.
