A good rule of thumb is without image stabilization, you should only handhold to a minimum of 1/focal length. You were shooting 1/3 second at 18mm which is pretty tough to handhold, you could either bump the ISO to get the shutter speed up if you absolutely have to handhold, or hardmount the camera.
