It does..it's designed a certain way to let water pass through when the ground is wet, otherwise we'd hydroplane more.

There's a reason it's call the "right way."

how?...even if it is the rear end those are directional tires therefore the arrows should always be pointing towards the front of the car.

Looks like the picture is taken on passenger rear which means it wasn't mounted on the wrong way
