Its the nature of rugby league (not to be confused with rugby union, which most of the world plays). When you are tackled, the other players have to let you get up so you can get started on the next phase. But The longer you take to get up, the longer the opposing team has to set up their defence. So the defending team is always looking for ways to stop the player from getting up, and the offensive player will do anything they can to get up faster.
IMO they should penalize the stalling more. Though fingerbanging someone isn't the best way to get your point across...

i played a little rugby in highschool and since i came from a small town we had girls on the team aswell (a few hot ones too) during one of our practices one of the hot chicks went to tackle a guy but he broke the tackle easily and as she was falling she tried to grab his shirt to take him down with her, she missed the shirt and got a handful of nuts hahaha he went down pretty quick.
