Perhaps NASA is more capable than China's space program. But how does it make China's a 2nd rated when there are only 3 countries that have managed to send astraunauts into space? USA, Russia, and China. In this stage of time, there are no 1st class space programs on earth, because everyone is still at the beginning stage to explore the universe. According to a news, NASA is very fond of the new Shenzhou technology.

europe, russia and USA can do whatever china can do and in addition to that, they can orbitting the earth, having space station up in the space, sending wall-e to another planet, and faking the moon landing...
Conclusion? China is still at the very early stage, so comparatively, China is 2nd class.

i'd like to see a modern China that earns respect on the world stage through social reforms, rather then shooting another rocket into space. space ships don't feed people or improve the quality of lives.
