should and would are 2 completely different matters.
its like flat tax and progressive tax, progressive obviously benefits the gov't more.
with prices being where they are, canada makes more money selling its own oil to the world. they then buy it back. gov't makes the money, consumers take the hit.
so its always about who is benefiting. its easy to see that most decisions are in gov't favor. Quote:
