I was down in Chihuahua state a couple times before Christmas for work, and the restaurant we frequented was blown up by granades in between the two trips b/c the owner didn't want to pay for "security" to the local drug gang.
Officers are paid so little, it's very hard for the gov't to find honest cops as the drug dealers can easily just pay the majority of them off. All the honest cops just get capped.

The gang wars in Los Angeles are pretty bad. They've become racial wars over turf, money, drugs, cars, you name it. There was a recent documentary in which the claim is that Hispanic gangs have become so strong and ruthless, they're outright scary and threatening.
