the only way to fix problems like this is to take away civil and constitutional rights to the people there. first step: take away the rights of a criminal. you break the law, you are no longer protected by it. second step: MUCH heavier drug laws. you get caught doing/possessing/selling heroin, meth, or crack, you are now a criminal. refer to step 1. third step: mandatory rehabilitation programs for all drug related criminals. locked up with no parole until full rehabilitation is complete fourth step: reopen mental institutions. if you are unable to function as a reasonable member of society, you should not be given the rights of someone who does. you should not be allowed to contribute to your own problem in every other species of life on earth, the weak members die and increase the overall health of the species (evolution). humans, however, carry the weak on their back, and allow them to leach off of the rest of the species and reproduce, lowering the overall quality. |

i would place the prison above the viewing deck. and have a diving board off the top floor with free access to everyone in the prison. the viewing deck would be below this for obvious reasons. |

They also dont allow you to change or upgrade the use of these facilities in fear that you'll rent to "normal" people. If you want to say combine four small rooms into a small condo room and rent it out you would have to pay 50k per room just for permits (200k) You'd be better off just buying a condo because the permit costs would already cost more. They didn't build enough housing for these people and dont want a flood of them on the street. As far as riverview is concerned mental people on the street typically dont want help. If someone eats his own feces and wants to bring home rats in his pocket and talks to them. The mental health people wont take them unless they agree to go or they pose life threatening danger to someone else. So if you were living beside this guy he could wipe poo on your door daily and u can't do anything about it. Quote:
