I did a quick search for Market street, many came up, and PA was one of them. My guess due to the buildings in the background is there.

Looks like a CSX too, but probably not. At the corner where the A-pillar and the window joins, it's more blunt on the civic/csx.

I was thinking NY and PA. NY doesn't have a Market street. We gotta figure out what the blurry sign onto of Market says. Looks like something 4?

The black guys face looks like its been darkened. Where you can see a line near the ear.
Still got the facial features of a african american so I wouldn't doubt hes black.
