Are mudflaps required on...

large pickup trucks? No, the tires don't stick outside past the fender and the truck is 100% stock, but didin't come with mudflaps. Are they required in BC, Alberta or Sask?

I can tell you about BC:

Mudguards

7.06 Every motor vehicle, trailer and semi−trailer not constructed so that the spray and splash of water and mud to the rear of the vehicle is minimized shall be equipped with mudguards and, if necessary, mudflaps.

You are on your own researching other provinces.

So mudguards are only needed for the rear of the vehicle? Or is it for the driving wheels only?

Basically it's at the officer's discresion. If your truck is throwing up a huge rooster tail behind you because its lifted and the spray pattern of the rear tires does not get dissipated by the bed of the truck but instead gets tossed UP in the air causing a large mist cloud THAT would be deemed unsafe for drivers behind you. Most trucks built these days are so low that water doesn't spray out the back in an unsafe manner.

Would "rocks and debris" be included as part of the spray and splash?

To what degree is the owner of a dump truck responsible for ensuring full blocking of debris ejected to the rear of the vehicle?

If a dump truck kicks up a rock, is it constructed in accordance with section 7.06?
