Fast cars, new condo and bling, all on a meagre income

UN gang leader reported income tax earnings of less than $100,000 over five years

Before his arrest in the U.S. 10 months ago, United Nations gang leader Clay Roueche drove a Maserati, lived in a brand new condo and wore custom UN jewelry worth more than $100,000.

But according to his income tax returns, the accused international drug smuggler earned less than $100,000 total over five years from 2002 through 2006.

Information about Roueche's finances are contained in a letter to the U.S. Attorney from Supt. Doug Kiloh, of the Combined Forces Special Enforcement Unit - B.C.
Roueche is facing money laundering charges in Washington state as well as a series of counts related to smuggling marijuana south into the U.S. and smuggling cocaine north. He is due to go to trial June 22.

Kiloh's letter lays out new details of the continuing Canadian investigation into Roueche and others in the UN gang, considered one of the most notorious in B.C. and suspected in a number of gangland slayings.

CFSEU provided American prosecutors with "intercepted private communications between Clay Roueche and others which appear to indicate Roueche's involvement in drug trafficking activities and possession of proceeds of crime," Kiloh said.

"Copies of audio intercepts of Clay Roueche and others were obtained via telephone audio probes in the residences of Clay Roueche, Mauro Zuzolo, Jae Sung Yoo and the 'W' Hotel in Montreal, Quebec. CFSEU-BC investigators believe these intercepts related to Roueche's participation in drug trafficking activities."

Kiloh said the Canadians were only providing the Americans with some of their intercepts: "This action has been deemed necessary in an effort to ensure the integrity of any ongoing investigation is not compromised."

"The theme of the calls provided include: Drugs, criminal organizations, violence and weapons," Kiloh said.

He said the U.S. Attorney had also been provided with a number of photos of Roueche with his associates, including four who are now dead -- Lou Kawaach, Elliot Castaneda, Duane Meyer and Mike Gordon -- all of whom have been killed since last May.

Photos were also given to the Americans of the Maserati, Roueche's Lincoln Navigator, his BMW, two UN diamond rings and an illegal gun found in his Coquitlam condo.

Roueche's income tax records, seized during the police condo search, showed no amount stated for his 2002 return; $5,500 for all of 2003; $22,000 on the 2004 return; $39,684 in 2005 and $27,959 in 2006, for a total of $95,143.

In August 2007, he bought his 13th-floor condo for $443,000. A month later, he leased a BMW 750IL and in February 2008, he leased the Maserati.

"It is CFSEU-BC's belief that Clay Roueche was utilizing aircraft for the transportation of drugs. This belief is corroborated by an intercepted communication, in Montreal, between Clay Roueche and an unidentified crime figure. This crime figure was to facilitate the commercial air transportation of drugs from South America to Canada for Roueche," Kiloh said.

not having a front is dumb. Al Capone evade all attempts to charge him and in the end went to jail because of tax evasion.

Why hasn't CRA come down on these guys yet??

I think its called an estate audit or something and they figure out where ALL your money has come from.

Just goes to show that shadyness doesn't end with the drug dealers themselves, but your local supposed-legitimate business as well.

You wouldn't be able to purchase cars and real estate all by cash without raising alarm bells without the help of your car dealership or realtor.
