SR20DET aircare, ya, newb here LOL...

I am not too sure where does this go.. so mods, feel free to move this topic around.. anyhow...
long story short, I brought a car that wasnt aircared, and now as i try to pass air care, i been hitting wall after wall after wall

its the S13 SR20DET red-top (the earliest gen)
car is registered as a 90' 240SX so the limits were set for a KA24DE

so here are some of the things i've done so far

6L of alcohal mixed with 30L of fuel (alcohal are from CDN tire, and gas are from mohawk)
O2 sensor switched
Cat from PDM Racing "rented"
Lossen all joints from down pipe down
engine oil change
checked my plugs and they seem to be fine...

and from all that
i passed the idle test fine..
but from rollin test
i am getting 140 for hydrocarbon where as the limit is 90
i am getting 2.07 for carbon monxide and the limit is 0.76

anyone else got any ideas? or suggestions on how to get it passed?
and.. how do you retard the timing on the SR?
