help needed :(

so a friend of mine crashed into a city road block thing (those wooden NON reflective bars thats held up with 2 V shaped metal things on each end) and his car is scratched and dented. he didnt see them as the road were filled with trees (so street lights werent every effective) and there were no flashing orange lites. is there anythign he can do?where can he report a claim? He didnt break in time and at the point of impact it was around 20 km/h. Thanks a bunch

Not sure if he can file a claim or not but no harm in calling city hall and asking. To be on the safe side I would tell your friend to go back to the scene and take pictures/video showing the dim lighting, sign been obscured, etc..in case he can file a claim.

So.. Your friend wasn't looking where he was driving and he hit a STATIC object? After all this he wants the city to pay for his damages? Shouldn't it be the other way around? He hits and most likely damaged city property but wants the city to pay for his damages despite he was the one that hit it...

Did he not have his headlights on or does he just have really poor eye sight/driving abilities?
