not having a license, as registered in the computer systems on the police and ICBC, is different from not having one on you.
it's the same situation as if you got mugged or lost your wallet or left it behind somewhere. legally you can drive, but if you get pulled over, you can get a ticket for failure to produce. now since a cop took your friends license, he can still legally drive, but as its been explained that should be fine as he has a legitimate reason for not having it on him.
and of course the cop sounded pissed, he was probably on his way to the accident when he saw your friend driving so bloody fast on city streets, and was annoyed that the emergency call had to be briefly interrupted to ticket your friend.

so, its been almost a week, and the cop has still not contacted my friend.
like 2 days ago, friend went back again to leave a note to at least show that he is concerned.
does he just wait patiently? is the cop being abnormally slow/busy or is this normal.?

I'm wondering if your friend could call the Detachment and ask to speak personally with the Member who took his DL? If he is not there then ask to speak to the Watch Commander or Unit Commander and explain the cirumstances. Dealing with the Police is like dealing with any other business. If you cannot get satisfaction dealing with the front line employee, then ask to speak to their superior. There must be some reason, whatever this is, is between your friend and the Police and not for this discussion group.

^ that seems to be a bit demanding, especially because he is in trouble.
anyways. fortunately he got a call to come like 20min ago so... hopefully all goes well
i just hope he doesnt get more than a lower fine of excessive speeding

A bit demanding? You keep telling us how he can't get his DL back and the Member is not returning his calls...so I suggest one simple step to immediately solve his problem and that is "demanding". To Whom?

well going 170 deserves more than 1 ticket probably and by talking to a superior officer to give back DL, to me sounds demanding.
the cop can be thinking like, how dare you call my superior, etc (this is just my thoght)
and give all the tickets he deserves instead of giving some slack.
anyways, friend got the license back but it was from another officer.
no tickets yet, friend was told that the original officer who took the license will contact by phone.
this seems a bit odd to me
the officer couldve just written out the ticket and gave that back with the license through the messenger but instead he only gives DL back.
Is he trying to give a lecture or sumthing?
maybe an honest good will?
he forgot about incident? he probably doesnt have notes, evidence etc.? just his memory of the incident
(side question*, is an officers memory, good enough? like no notes, radar, vid, no evidence at all)

keyword is probably. i meant for the first sentence to set up a scenerio that he does infact deserve 1 ticket.
im not in a postion to decide if he does or doesnt becuase i dont know the full extent of mva, laws, etc.

what if this person were to go to icbc and tell them he lost his license a week earlier. then when the cop tried to give a ticket he could say i didn't even have my license it was lost.... officer obviously didn't do Shriver's Test or anything

Having a second Member serve any court docs. means that he will have to be called as an additional witness to prove that your "friend" who was an idiot on the Highway, was the same person who got the ticket. The whole question of identity and proof of service arises. That is the only concern here. All the rest of the things you are speculating...is just speculation. I keep wondering why you have been continuing this thread so long, questioning the advice from several career Traffic Members and refusing to accept what is being offered? Makes me "speculate" why your friend is not the one here asking the questions. I have said the last thing I'm going to say to you. You and your friend may do, think, speculate, guess or argue what you will. It is your/his right to do so. It's no longer my desire to participate. I hope you have both learned at least something from this experience. Don't drive with your Cop-attracter magnets turned on and you will find life far less complicated..

What if you have a copy of your drivers license.. or you gave the officer the copy..
(Legal copy)
For Example.. I have 2..
When i renewed my License, it was taking a long time to get to me. so i called in and told them, they sent out another one.. now i have 2..
So the officer takes one..
I still have the other, just carry on with my life..
(im not the friend just wondering.. for interests sake)

If you had 2 copies and I noticed/you told me, I'd take one of them for destruction (or watch you destroy it there) as you're only allowed a single copy.

If the Officer pulled your license i.e.24hr suspension ,even if you have another identical license ,it'll show as being suspended.Remember its about having a "valid" license,a piece of plastic isn't gonna prove anything.Even if the Officer only held it to get info,you can bet they'd be more than likely to hit you hard on the first offense,if they heard a call to check you out by an Officer looking at your duplicate.

About 1/2 of the prohibited/suspended drivers i ever had dealing with, produced a DL that, on the face of it, was still valid. The rest didn't produce any at all. Both ways the DL is checked on the database. Some cars have the "swipe" box on them and you just swipe it like a credit card and all the info pops up. Other you get the DL number & run that & then get the information. Just takes a little longer.
