This might actually be possible.
It looks like the bamboo was cooked with chemicals -- a process similar to that used in making pulp at a pulp mill (Kraft process). The brownish liquid is some of the organic stuff that gives the bamboo (or wood) its structure. In wood, it's lignin and I would not be surprised if it's the same for bamboo.
Basically after chemical cooking, the fiber remains soft and squishy, but the organic parts that make wood (or bamboo) hard are in solution.
