need help with new phone and plan

^ cos virgin pay as to go is a pos and they screwed me over with not having enough money on my balance when i did and also saying i texted numerous people when i couldnt even text at all.. so i had enough and am looking for a new phone

i dont know where to go and what i should be looking at but i barely talk and whatnot. interested in 200 anytime and free incoming, could careless about texting but if it comes with the package then thats cool

oh yeah... on the side note though, ill be moving to quebec for my bmq, should i even bother getting a plan at all? my mom says texting in canada isnt considered long distance, someone can verify this.

since ill be in quebec for 4 months... and then relocating once again and maybe again for a third time, would i have to constantly visit the nearest service to change whatever needs to be changed so that i could use the phone or is it still useable if im still hooked up in bc?

as far as phone goes, whats a sleek, flashy smartphone thats popular with you guys? or recommend me a phone, im currently using the lg rumor...

I think you should just wait until you are in Quebec to get a plan with a company in within where you are living. I'm not sure what kind of companies are in Quebec because they might have both/either GSM or CDMA based phones.
Best plan is to just get a plan there.. imo
