No rear seats, is it legal?

I'm tired of hearing two different stories behind this.

Is it legal to take out your rear seats (including seatbelts) in a car that originally had rear seats?

Apparently you can remove the seats, but not the seatbelts!

how does that make sense? it would be more dangerous if i put people in the back with no seats, even with seat belts.
