Towing trailer

We have a 2-wheel car dolly trailer that we use for towing vehicles on occasion. We insure our towing vehicle along with the dolly... but the vehicle being towed ON the dolly, must it be insured also? If we had a flat deck, the car on the trailer does not need insurance, but with the dolly 2 of the vehicles tires are still touching the ground. This is where I was unsure, because the 2front tires are on the dolly itself making the dolly-vehicle as one unit with straps/chains.

If the car wheels are on the ground it will need insurance and registration.. If it is on a trailer/flatdeck or towed behind a regsitered tow truck, you will not need it to be regsitered & insured

The vehicle-on-tow must have valid licensing and insurance.
• Only one (1) trailer may be towed at a time (a car dolly with car are regarded as one trailer).
• All vehicles being towed must have lights connected to the tow vehicle.

What does the first statement mean exactly? I can have insurance on just the trailer?? The last statement clearly suggests that they are a "unit of one"

Thats what I was under the impression of before, but it says nothing about wheels being on the ground in the link.

"The vehicle-on-tow must have valid licensing and insurance. " The car on the dolly is the "vehicle on tow".
