VPD Inspector Jeff Sim says the victim was taken to hospital with non life-threatening injuries.
"Around 9:30 we received a number of calls about a person being shot and that person being in the street. Our units responded and located a male who indeed had been shot."
He wouldn't provide specifics at the scene saying the investigation was still in its early stages.
As police prepared to address the media, neighbors who had returned home to a blocked off street gathered to hear what had happened.
Stacey Reagh lives in an apartment about 60 feet from where the victim was found in the street.
"I had just come back inside from walking my dad and step-mother to their car when I heard the shot. It was one shot and I first thought it was an accident on Oak but I opened my door and I heard help, help I've been shot."
She says neither she nor her parents saw anyone outside just before the shooting.
"The street was pitch black. It just scares me because literally, it just feels like there must have been someone waiting in the car or something. We just missed each other by maybe a minute."
Clothing could be seen in the middle of 19th Avenue as officers went in and out the front entrance of a two storey apartment building next to Reagh's.
Insp. Sim says Major Crimes Investigators had been called to the scene.
"We're trying to put all the pieces of the puzzle together so we don't really have a lot to say about suspects or motive."
As of early Thursday morning, police had made no arrests.
