tracking home address through licence plate?

can a person track down where a person lives if they have the licence plate no?

if they know somebody at ICBC the'll get it... however them giving that info out is not allowed.

I know ICBC has the capability to do that. I remember one of my old friends use to do insurence he said you'd be amazed at the information that ICBC has access to!
ride/drive best of both worlds.

Giving out private information without consumer consent can get the agent or individual license suspended or even be fired.

Makes me wonder how impark can do it.

"Uhh... this person with license plate 111 AAA parked in our facility without paying parking fee. Give me that person's address so i can chase him/her down"

How does the whole impark thing work? One of my buddies got had a ticket with them, bought new license plate numbers for like $20 or something and never heard from them even months after... is this true?
