So I Just Bought a Del Sol..

So, I'm new here, and I have a problem:

I just bought a 1993 Honda Del Sol. It bombed air care .6567 out of the maximum .5000 hydrocarbons allowable.

O2 sensor was replaced, spark plugs, fresh oil, and the timing on the car was shortened to allow a more full combustion, therefore reducing emissions

Any advice as to how I can get this to pass? I'm assuming it's the cat.

you're either running too rich or too lean. this could be caused by a multitude of culprits from an issue with the fuel system itself to problems with the ignition system. i'd start by correctly resetting your timing though. is it misfiring at all?

Timing was reset as far back as possible, and it's not misfiring.
I'm thinking it's the cat... at high RPMs, it jumbles out black smoke
