keep driving causes less disruption to society than rubbernecking.

As for the dogs, roadsense says swerving for them usually causes much more severe accident, so the video is a textbook example of what you should do.

oh those who are involved of course need to stop, usually happens after the accident in that vid after the vid is cut off. But I mean those who witness it usually just drive away and not give a shit.

Their pace is too fast to stop for this stuff. You can't tell your boss you are late because you "saw someone crash".
