Limiting Bandwidth With a Router

I have 2 tenants in my house, and I let them use my Interweb. I am using Shaw X-treme ATM.

The interweb has been pretty slow lately. I've come to the conclusion that both tenants are downloading torrents 24/7.

Is there a router/software that allows a restriction on bandwidth allocation based on authentication (i.e. WPA2 network key), etc?? I.e. I'll give the tenants a PIN that will only allow them access to 35% of the bandwidth?

I tried to google for help on this, but was unsuccessful.

There have been a few threads on this lately.. I think you're looking for a router feature called QoS.
What router do you have?

if you have an appropriate router, flash it with tomato firmware. its pretty neat. our old tenants wanted to leach off our internet, and i was like fuck that. next thing you know, you gotta support them and fix their comp when it has shit all to do with the network.
