It has more to do with insurance. If the car does not pass the 5 mph test then it will be a write-off in a minor bumper accident. If it passes then there is less of a liability with the insurance companies. In Canada the bumper laws used to be at 8 mph until the law was harmonized to Euro and US standards.

I believe many parts of a plane are also glued together rather than welded/riveted.
