in this situation, yes i agree.
the exception is when you first start talking to a girl, and you're not sure if they're into you, just keep talking anyway. bug em every day or every other day for a little while, as long as they dont give you negative feedback. i find most times after getting used to you and more comfortable with you, they'll start to open up and a friendship (or more) will begin. persistence does matter because girls like to feel chased and guys should be the ones doing the chasing!
