...so lets say you were unemployed from sept. 21 - present and have been looking on craigslist and jobbank everyday til now for work and have not found anything... would you be eligible to get paid from that time to now from ei?

if you worked enough hours before sept 21 and qualified for EI, then most likly. the more hours you worked before you were laid off the longer you can collect EI. Mine was good for a year but I got another job before it even started.
