Call police non-emergency and tell them he is always there as others have said. I wouldn't go and confront them unless you have somebody else in the house keep watch, as you never know if its some psycho with a gun/knife.

It is not illegal if they are in public. However ICBC can't track people if they leave North America, say move to some other countries like Brazil.. but they can still collect the damages (a lot of them for life).
Soft tissue damage is big bucks on ICBC's bottom line.. that's why they want to go to No Fault insurance so bad. Quote:

do you have any construction sites around your area? I remember when I worked (briefly) at a construction site, I would hop in my car, grab some takeout and then find a quiet street near the site to eat it.

I'm glad ICBC investigates, they should do it more. One of the reasons rates are where they are is because so many people get in an accident and treat it like they just won the lotto. If you're really hurt you have nothing to hide anyway so really it's no big deal.

A little off-topic. My mom came home one day at 3pm and apparently she saw a Suzuki SX4 inside our driveway, like all the way inside and parked, she was like WTF and he drove off once he saw her coming in, he left before she could get the license plate number, freaky..

They can't prove you wrong coz you use the word sometimes, once a while, randomly. Never say " NEVER". Coz is too easy to prove you are wrong. Read it on some other fourms.

I've had two dudes in two vans follow me around for half my day. I went to the doctors in the morning and come out and see two guys across the street, as I get into my car, they get into their vans and pull U-turns and one is behind me and one is on my right. I was like this is kind of odd. Then I go pick up my girlfriend and I park in front of her house and then one of them parks a couple cars back from me and another drives around and parks halfway down the block in front of me. My girlfriend comes out and then I drive to the dim sum restaurant and I notice they're still tailing me. So I pull into the left turn lane and throw on my left turn signal for a while and he's sitting behind me with no signal to turn either and there are no cars around. As I turn left he turns left, so I now can assume they've been following me for sure.
Here's the best part, I go into restaurant and we order some stuff and I notice this random white dude with a purse enter shortly after. We get seated in this empty part of the place and I over hear him saying he has a group of 10 and wants to sit over there (next to us) and he's sitting there alone with this huge purse on the table facing my direction, and I'm like that's probably a video camera.
So after 30 minutes of him sitting there alone, he gets up and starts to leave. He walks to our table and he pretends to drop something and points his purse right in my face. So I throw up the middle finger to the bag as hes picking something up. He leaves.
After our meal me and my girlfriend were kind of laughing about the whole incident. But there's one more piece to the story, I noticed his car was still in the parking lot, so I walked by to see if he was in the car. He had dropped his seat all the way back and was lying there trying to hide, I simply knocked on the window and gave him a thumbs up and took a crazy route home.
Knowing that I wasn't going to get raped by these dudes I should of just picked up my friends and took these bastards on a crazy adventure somewhere, that would of been golden.

FYI, I got in an accident 2 years ago and I just sued, Getting in an accident at a moderate speed actually does fuck up your back, neck or shoulders.

A stereotypical assumption would be that the man may be observing you or your neighbour to get a hold of your daily routines so they know when you or your neighbour leaves the house and comes back. They'll break into your house once they know when you or your neighbour is not home.
Because of that possibility, I would contact the RCMP on the non-emergency line and let them know the situation.
When I drove my g/f home one night, I accidentally cut this Chevy Trailblazer off and I noticed that he was tailing me to the neighbourhood that my g/f lives in. I got suspicious and I pulled over to the side to let him pass (also so I can get a glimpse of the driver's face and license plate when they drive by). He turned into the next side-street and U-turns out (I can see the headlights) and did the same thing 3 times. I was getting a bit nervous because I didn't want them to know where my g/f lives, just in case if they want to start shit. I called the non-emergency line and told them the situation and the description of the vehicle and plate #. They told me to stay in the vehicle and they'll check what's up. 5 mins later the operator called back and told me that they're cops and they're just doing a check-up on that area. FML!!!!!!!!
Maybe the suspicious man is a cop investigating something near OP's place?

I didn't make an injury claim I easily could have if I wanted to milk the system but thats not how I was brought up. I'm not talking about legit injuries I'm talking about people not hurt trying to scam the system. If you're actually hurt, have to get treatment and have legit pain and suffering then by all means sue. Again, someone who is say missing work because their hurt wouldn't have anything to hide so who cares if ICBC is spying on them?
