I know this doesn't answer your question, but with my own personal experience with refilled/remanufactured toner-
Just buy genuine. it's way less headaches taking into account toner mishaps (like unmelted toner on the page, toner smearing, uneven toner distribution), actual page yield, and print quality. But this was 2-3 years ago when there was a huge difference in price.
At 60 dollars, I say just get a Samsung toner. Remember that the toner you get with the printer is 50% or less capacity (unless you get a higher end HP), so whatever that lasted you you can expect at least twice as long with the genuine replacement. Plus with Samsung you're basically replacing the whole print system since the drum is built on the toner.

I had the ML-2010 and used to refill my toner, then things went awry and it started leaking toner dust every time it printed and became a health hazard, so I had to get rid of it.
I mean, really, when you think about the amount of printing you get even off a genuine cartridge for the price, you're talking a few pennies a page.

I bought a 'genuine' sealed Samsung toner cartridge for my ML-1610 from Powersonic once, but the text came out half as dark as the original that came with the printer
Then I ordered toner refill online and tried that, but the text was still not the same as the original.

Would it be the same to get the toner refilled at like Staples and DIY? Or would I be better off buying the actual retail toner, seeing how Spectre Cdn's print quality went down?

I refill myself on my ML-2571 (same toner as ML-2010) and I have not had a mishap yet. The DL-2010 setup is perfect for refilling - 2 Phillips screws and a plastic cap.
TX Toner and Ink on Main St does refilling, and they're pretty good. I don't remember price though.
Buying a 3-pack of toner on eBay is usually fine as long as you get it from a reputable seller.
