The RCMP will give its Parliament Hill detachment officers some extra firepower, after deciding to bring previously purchased submachine guns back into service.

RCMP Sgt. Greg Cox confirmed to CTV.ca that the Mounties intend to bring their Heckler & Koch MP5 submachine guns back into service as "secondary weapons," pending weapons training for officers. He said the RCMP must also decide on how to store the weapons securely, while also ensuring that they are accessible to officers.


The submachine guns will also be assigned to RCMP staff tasked with guarding embassies and consulates across Canada, Cox said in a telephone interview. They will replace the shotguns currently assigned to these officers as secondary weapons, he said.

Cox said the decision to reintroduce the MP5s was made last year.

He said the submachine guns had been "phased out of service and stored" since 1996, when the RCMP began using 9-mm semi-automatic pistols as their primary weapons.


Prior to being put in storage, the Mounties had been using the MP5 submachine guns since they were first purchased by the national police force in the mid-1980s.

According to the Heckler & Koch website, the MP5 was developed in the mid-1960s and is considered "the world's pre-eminent submachine gun among military and law enforcement users."

The acknowledgement that the RCMP will be beefing up its weaponry on Parliament Hill comes months after an embarrassing security breach that saw protesters scale two parliamentary buildings during a December demonstration.

The protesters also managed to drape banners from the West Block building, while police and firefighters worked to remove them from the property.
Contrary to probably every FPS out there, the RCMP considers 9mm pistols as primary weapons, and MP5's and shotguns as secondary weapons

Their either implying the protesters would've been scared away by the sight of the MP5's, or the sub-guns would have more range to hit and stop the protesters when their high up on the buildings - since all they had before were pistols and shotguns (and tazers)

But being the RCMP, it's probably because the tazers couldn't shoot high and far enough that they need a new deterrent

the point is:

if protesters can break into the government buildings, it highlights the security deficiencies... thus, as part of the process to patch some of these security holes, they're upgrading their weaponary as well.

it's not like they're thinking "oh, if only we had MP5s, we could have shot the protesters"...

The force is now planning to bring the MP5s out of storage to arm its protective policing units guarding Parliament Hill and embassies and consulates nationwide with a modified, single-shot "rifle" version of the legendary submachine-gun carried by police and militaries around the world.


The guns are to serve as secondary or backup weapons and will likely be carried in cruisers.


A police officer's usual backup weapon, the shotgun, was fine in the days of bank robberies and high-risk vehicle stops. But its limited firing range and heavy weight make it less than ideal in many situations today, including perimeter containment, room-to-room searches or firing at distant targets.


"With the types of situations that they'll need to deal with — say an active shooter in one of the buildings — a shotgun doesn't really help. You have better accuracy and range with the MP5s," said Sgt. Greg Cox, an RCMP headquarters spokesman.


MP5 training for protective officers could begin as soon as June, though a rollout date for the weapons won't be set until it's decided how and where the weapons will be securely stored, yet quickly accessible in an emergency.


The RCMP first issued MP5s to special constables guarding area embassies and diplomatic residences in April 1986, in response to the 1985 Armenian terrorist attack on the Turkish embassy in Ottawa that killed embassy security guard Claude Brunelle.


The RCMP's misadventures with the weapon began Sept. 23, 1986, when a special constable shot himself in the thigh when his fully automatic MP5 accidentally went off in front of the Rockcliffe Park residence of then-U.S. ambassador Thomas Niles.


Pat Murray, then Rockcliffe Park's mayor, and other village officials informally approached the RCMP and asked that the machine-gun-toting officers guarding the residence be confined to their guard hut a few metres inside the residence's main gate.


"It's a rather bizarre situation in a quiet residential neighbourhood to see a patrolman with a submachine-gun slung around his chest," Murray told a reporter.


Four days after the incident, another officer fired a round from his submachine-gun into the pavement of the parking lot at RCMP national headquarters. The RCMP recalled and tested all MP5s, equipped with safety latches to prevent accidental firings. All were found to be in good working order.


On Dec. 28 of that year, an officer fired through the wall of a guard hut at the entrance to Government House, then-residence of Gov. Gen. Jeanne Sauve, and across from 24 Sussex Drive, home to then-prime minister Brian Mulroney and his family.


The RCMP special constable had just been proudly showing off the weapon to a passing city policeman and an investigation determined he "didn't know all of the mechanics of the weapon."


No charges were laid and all of the officers involved were sent for remedial firearms training. Senior RCMP officers launched a public relations offensive to calm public fears.


During the October Crisis in 1970, a Canadian Armed Forces soldier guarding the Cartier Street apartment of former finance minister Edgar Benson in Ottawa died after accidentally shooting himself in the head with his nine-millimeter submachine-gun.


Bombardier Reginald Perridou was stepping from the cab of a truck, when the weapon became entangled with his walkie-talkie and a bullet was advanced into the chamber and fired.
