Well it is a resort so people who are staying there will no doubt use the pool. Aside from that its doubtful that many people who just come to walk in anyways unless they are trying it once.
Looking at the website it seems they restrict who is going up and at what times.

w3rd. You beat me to it. The food in Singapore is already a reason to visit it at least once in your lifetime. And it's so damn friggin' clean, head across to Malaysia and it's night and day.
