you never know dudes.

how many of you have lived and breathed NYC? not just as a visitor.
I can admit i've never. i can imagine the city management and authority being a mess. i know how govt bodies work. sometimes they can be really lazy and all they do is the minimum. get the paper work done, just to get it over with.

you never know. the dude could be high on whatever when he wrote that. there's no way a high schooler wrote that.

sometimes the dots connect, but it's too much work. you just don't care. you just wanna get it over with. cops are humans too. all humans fall into laziness, or compassion.

perhaps the detective that answered the phone eventually figured out or connected the dots back to the caller, but figured this guy deserved another chance, vigilantism in some way.

you never know. every person has their own motives and feelings.

There's also another factor, the original author could have left out many details, intentionally or unintentionally, details that could have been very important, or perhaps overlooked by the author, because they're insignificant to him.
