If you read a little deeper you can find many issues with his little contest including: a) it is a known fact conspiracy theorists always move the goal posts when faced with evidence that disagrees with them b) he hasn't provided any method of payment or even suggested he has the money at all c) the judge of the contest appears to be himself, not someone impartial who can review the evidence you provide and decide if you have been successful d) he has shown he does not understand the NIST report, believing it only uses fire to explain the results when that isn't the case e) he isn't an engineer and has little to no physics related knowlege.
Now, after considering all that, you still wish to make an attempt at the contest, please ignore my expressed feelings on one's chances of actually winning the money. I'm not sure what the legal ramifications of holding such a contest are but perhaps you might have a legal case should you be able to prove him wrong (not hard to do really) and he decides not to pay up.
