Depends on which City you are in:

Non-emergency hotline:

Burnaby RCMP: 604-294-7922
North Vancouver RCMP: 604-985-1311
Richmond RCMP : 604-278-1212
Vancouver PD: 604 717-3321

Hope this helps. (I actually have all these numbers saved on my phone)

If in doubt just call 911 explain whats going on, they can tell you to call back non-emerge and give you the proper number.

If you feel it's an emergency then dial 9-1-1.
If there is a crime in progress then dial 9-1-1.

If there is no crime in progress, and it's not an emergency, such as a possible suspicious person, then dial the non -emerge number

What you described sounds really shady and possibly constitutes an emergency if it looked like they were breaking into cars.
