I am sorry but i don't understand why you thought there would be no penalty to cancelling a contract in which you got a free laptop. If that were the case everyone that is here to go to school from over seas etc would sign up, get free stuff and then move away. As others have said your parents could just move and not pay anything ( not like telus knows where they are going), transfer the account, or pay the penalty. Seems pretty simple. What is the penalty btw? I think it is usually $10 x months remaining, but because you got the computer it may be different.

There is penalty for laptop which I'm fully aware of, and I'm willing to pay for it. This has nothing to do with moving elsewhere. The penalty I'm talking about is not the laptop, but cancellation of the bundle itself.
