Letter from icbc told you to come in to check on the damage see if the other guy is lying. You didn't bring it in. YOUR FAULT. Your GF didn't let you buy 1 measly $26 temp permit to clear your name. Good for your GF.

You won't get sued, your premium goes up.
Your premium goes up and will take 3 years to go back to the day before the accident. If you decide to repay ICBC for the amount they use to repair the dude's bumper, your premium will not take the hit. If you choose to repay, you must do it before renewing or buying insurance. Once you renew or begin insuring a car, you cannot repay this claim anymore.

buddy, just give ICBC a call. Your case is pretty straight forward. You can tell us your story until you turn blue but ICBC will most likely ask both parties to bring their vehicles into their inspection center so they can run a few tests to determine fault.
