Cant turn on either A: Power supply or B: Motherboard or even both..
If its power supply its a pretty easy fix.. Buy your own power supply and replace..
Motherboard is a little trickier if you dont know your stuff..
Shops should charge no more than $50/hr..
Just about any computer store can do this... So finding a reputable one isnt the case since its pretty obvious what the problem is...

Crystal Mall
Pretty much any of the stores at the computer wing (Across the crazy hair salon) can repair this. Price isn't too steep for hourly rate but I can't give you any definite numbers

If these three options, you can only have two:
1. Reliable/Efficient
2. Fast
3. Cheap
Just so that you don't get tricked. What happens when you try to turn it on? After you push the power button, what happens?

Well at first it would just go to the "welcome" screen and if i was lucky i would get a glimpse of the desktop but then it would just loop to the the beginning screen. I turned my comp on and off tried all the things a computer noob could do and after about 10 times it just started to fail, completely refusing to react.

^Depends on what kind you want. http://ncix.com/products/index.php?minorcatid=1066
Also what kind of components are inside your computer? You'll need that to know what minimum wattage you need. If you're not sure I'd say go for anything around 450-600W.
To be honest though, if you can get into windows and actually just get a glimpse of the desktop, it may not be your power supply. It's always a safe bet to change that first. Do you see anything before it boots like the POST messages and stuff?

Yeah, a hard drive... I had this happen to me just a few weeks ago. It seems like for some reason, the hard drive was trying to draw too much power, and the power supply has a protection mechanism to shut off the system when it detected it... so the end result was nothing happening when pressing the "On" button for the computer. Removed the hard drive, and everything is perfect.

Yeah I'm with invisible.. Its sounds like hard drive problems... if the system boots up with power and no video or windows doesnt pop up is becuase of the hard drive... If it doesnt power at all ie: no lights then its the power supply.. It could also be both... Data can be backed up by hooking it up as a external drive to a known working system... and doing the data transfer. If you want you can bring it into my shop.. Just PM Me i dont advertise here... Located in North Burnaby.

I had the exact same problem about a year ago and it turned out that the motherboard was fried. Just bring it to some chinese computer store, it should be pretty quick and cheap. Please do not go to like Geek Squad or some stupid place like that. They will rip you off like nobodies business for what should be an easy fix.

if you have the time, may i suggest running some diagnostics yourself first. unplug all non essential cards (sound card/vid card/network card) and try booting it up. then start unplugging power supply to your hard drive or even start picking out the ram. to make sure try different pieces of ram to start out with if you have more than one. if all else fails, then go ahead and buy your power supply or bring it to a repair shop.

^ I really would like to try that but the time and effort ill put into it really isn't worth it since i have absolutely no clue how to take those things apart. Thank you tho! Everyones been hella helpful.
Ill probably just buy the power supply at future shop (they sell them there right?) and send it in to a repair place.
