it's called prioritizing. if cops showed up with the same response time to everything, people would bitch and say "why don't you come faster for more important things?!"

Don't you think an innocent bystander who got beaten by 17 others who could've easily be killed for no reason have more prioty than a donut shop?

hmm i guess that's true. I don't have experience with calling the cops and waiting for them so I wouldn't know... but, someone should still call.

Yup, that's the reason. Just like they'll respond within the 4mins if you say the person is unconscious.

ONE experience does not determine EVERY future experience. we also don't know what exactly was said over the phone and why there was a delay (highly doubt cops would choose not to respond if they could)
