I don't know how it works at SFU, but at UBC when offered a certain dollar amount by whomever, a student is able to "accept" or "reject" a scholarship offer.
Why would one reject an offer? Slightly curious as to the reasoning as to why anyone would give up free money given towards education..?!
Some scholarships come with conditions attached to them as well. Sometimes you may also apply to a wide net of scholarships and get offered more than you need so you can pick and choose which you take.
