Using a router?
In Utorrent go to options, preferences, and then then bandwidth. Change the maximum number of connections to 50.
I had the same problem before. It's not a Shaw problem but it has to do with your router. It only allows a certain amount of connections before it gets over loaded.

So far so good for me as well. I have 100 per connection and 300 max global. But I also have the Dlink 655 which has an amazing processor that handles load great.
