A modulated headlight is a better alternative. If the problem was the minivan did not see the driver, the modulated headlight would have helped.

if so, then yes i concur DRL's can/could save lives..

Its module that makes your headlight blink on/off, cause people are more likely to notice a flashing light than a static light. AFAIK they are legal in BC cause I've seen some bikes with them.
